steel THIRD DRAFT 5/15/52 Dear Congressman Feighan: This is in response to the request of your subcommittee for an expression of views as to the relationship of section la of H. J. Res. 432 to the program of the President. The time available has not permitted detailed analysis and consideration of the effects of this section. However, from our review it appears clear that it will have a number of serious adverse effects upon the Government's efforts to maintain essential production during the present emergency period. Government possession and operation of private plants and TRUMAND facilities constitute drastic measures and obviously should be ARCHIVES "NATIONAL, RECORDS ADMIN." << resorted to only in case of the most compelling necessity. But, when the Government is forced to take such action in the public interest, procedures should be available which, while permitting equitable treatment of both labor and management, will be most likely to maintain essential production and bring about an eventual settlement of the dispute in question. Section 4 of H. J. Res. 432 falls short of these criteria in several respects.
