Dear Oscar:
I have your note of January 11 and I am glad to comply wi th
your request for a brief statement to be used on the jacket of the
book you. are publishing in honor of Chancellor Capen on his 75th
birthday I hope the following will be helpful.
No person in Américan higher education is better
qualified. to speak on the management of universities
than Samuel Paul Capen. Through his carly survey work
he gained an intimate knowledge of the purposes and
operations of many of the colleges and universities in this
country. As the head of the University of Buffalo, which
he. changed from a loose collection of professional schools
into a well integrated and great university, he -demonstrated
the validity of his principles relating to the every day
job of managing a large and complex university This
volume .containing a selection of his papers and addresses
can be read profitably by administrative officers and
faculity members in all our institutions of higher education.
Sincerely yours,
Earl J. McGrath
U.S. Commissioner of Education
