The Office of Education has 3 supplemental budget

before you and I should like to comment briefly in explanation
of each of them.
Salaries
The first budget item is for an additional $289,000 for
and
Expenses
Salaries and Expenses of the Office this year. This sum is
needed to support the important role given the Office in admin-
istering the educational provisions of Public Law 550, the
Veterans' Readjustment Assistance Act of 1952, the so-called
Korean G.I. Bill of Rights.
The new veterans! training law clearly reflects the
intent of the Congress that abuses which occurred under the
former G.I. bill must not be allowed to happen again, and cer-
tain specific responsibilities have been placed upon the office
of Education to assist in assuring that this objective be
accomplished. The bill seeks to guard against the possible
creation of so-called fly-by-night educational institutions,
set up solely for the purpose of training veterans, and assigns
to the Commissioner of Education responsibility of establish-
ing and publishing lists of accrediting agencies and associa-
tions by which legitimate institutions may be approved for
veterans training without inordinate délay. In addition, the
