The Shortage in reserve rations as reported to these Headquarters has revéaled such a lack of attention on the part of the responsible officers 'to the very i mportant matter of caring for reserve rations that the follow- ing corrective measure has been resorted to: The Disbursing Quartermaster of this Division is hereby ordered to pay no payrolls or pay vouchers of commanding Officers or men in the Brigade, Regiments and Separate Units of this Division for the month of February, 1919, until he receives your certificates that the money value for the reserve rations necessary to complete the reserve rations of your organization drawn from or to be drawn from the Division Quartermaster subsequent to February lst, 1919, has been deducted from the payrolls of your organization or pay vouchers of the responsible officers. 2. The Division Quarternaster will furnish figures as to the amount to be charged on application. The bread component wull not be charged for and will not be included in the figures of the Division Quartermaster By command of Brigadier General Dugan. A. F.
