[C. A. R. 57.] ARMY REGULATIONS. CHANGES WAR DEPARTMENT, No 57. WashINGTON, May 25, 1917. Paragraphs 1472, 191, 261, 449, 721, 1067, 1069, 1071, 1123, 1186, 1415, and 1489, Army Regulations, are changed, and paragraphs 2461 and 11612 are added to the Army Regulations as follows: 1472. (Added by C. A. R., No. 24, W. D., 1915.) When the dates on a dis- charge certificate show that a soldier has been retained in service beyond the term of his enlistment an explanatory notation will be made on the certificate as follows: In cases where the soldier was retained in service to make good any time lost through desertion, unauthorized absence, confinement under sentence or while awaiting trial and disposition of his case, if the trial results in conviction, or through inability to perform duty on account of intemperate use of drugs or alcoholic liquor, or on account of disease or injury the result of his own mis- conduct, the notations will read "Retained in service days after expira- tion of term of enlistment under A. W. 107." In cases where the soldier was retained in service for the convenience of the Government the notations will read : 'Retained in service days after expiration of term of enlistment for the convenience of the Government." Substitute the following: Hereafter no enlisted man in the active service of the United States in the Army, Navy, and Marine Corps, respectively, whether a noncommissioned officer, musician, or private, shall be detailed, ordered, or permitted to leave his post to engage in any pursuit, business, or performance in civil life, for emolument, hire, or otherwise, when the same shall interfere with the customary employ- ment and regular engagement of local civilians in the respective arts, trades, or professions. (Sec. 35, act of Congress approved June 3, 1916.) Insuring compliance with the spirit of this prohibition in so far as it applies to Army bands, neither the mere assertion that it is not intended to employ other musi- cians, nor the fact that the Army bands are to furnish music without emolu- ment, should be accepted.
