Dear Mr. Secretary:
I refer to your letter of 10 July 1950 concerning the
September Foreign Ministers Meeting and my reply thereto
of 26 July.
The Department of State position paper dated 28 August
1950 (SFM D-7/20), entitled "Formosa", has been reviewed in
this Department. The Joint Chiefs of Staff have commented
upon this position paper. Their comments, in which I
generally concur, are attached.
