Dear Mr. Secretary:
I am forwarding herewith the comments of
the Joint Chiefs of Staff on the military aspects
of a State Department draft circular telegram
regarding Chinese Communist intervention in
Korea. This circular telegram was forwarded to
my office by Assistant Secretary of State Rusk
on 2 January 1951 for whatever comments might
be required in the Department of Defense.
