Messrs. Steel and Pridham called at the Department today at the Department's
request, as we wished to discuss with them the question of the British views on
the inclusion of rubber in the embargo list under the GA Resolution as it con-
cerns trade with China with reference to Indonesia.
Messrs. Steel and Pridham were informed that we had been making very satis-
factory progress with the Indonesians to the end that they include rubber on the
embargo list. We pointed out that we were aware of the differences of view
which exist between the United States and the United Kingdom on this problem.
We added that we regard the Indonesian decision on whether to include rubber
on the embargo list as one of great importance in that it might well determine
the political orientation of Indonesia as between East and West and one which
might be taken in the immediate future. We then expressed the hope that the
British would see fit in any views they might express to Indonesia to press
for the inclusion of rubber on the UN embargo list.
Mr. Steel then said that he was aware that the Indonesians had been con-
sidering this matter and that they had come quite far from the original
position, an improvement that he said he had not expected. Mr. Steel then
suggested that even if the Indonesians include rubber on the embargo list, he
doubted
