DCR USGADEL understands from GADELS 717 and 718, together with telegrams referred to therein (GADELs 393, 602, 613 and DELGAS 932, 980, and 981) that position on political and military aspects of Korean question, aside from considera- tion of Soviet item now (rpt now) under way in Comite One (GADELs 602, 613), may be summarized as follows: 1. USGADEL shld take firm position Korea shld not (rpt not) be discussed in Comite One at this session in Paris while armistice negotiations in progress (GADEL 718). 2. In unlikely event great pressure exists or develops for early consideration Korean item, USGADEL authorized agree to this, making clear this is discussion GA agenda item and not (rpt not) armistice negotiations. If item comes up under such pressure, USGADEL shld seek limit substantive discussion to minimum and propose postponement of action until armistice situation clarified (GADEL 718). 3. USGADEL shld take necessary steps make clear other dele- gations that discussion at this stage cld not (rpt not ) aid negotiations in Panmunjom but cld only hamper achievement of armistice which all desire. UNC continuing in good faith make every effort bring about armistice in accordance UN principles. US most desirous achieve political settlement for Korea after hostilities have ceased and will be prepared discuss in UN means for bringing about such settlement im- mediately after armistice put into effect (GADEL 717). 4. USGADEL authorized indicate in its discretion to various delegates as much as it considers desirable of US views on substantive content of prospective GA resolution contained in GADEL 393.
