In confident anticipation favorable Cabinet action expected

tomorrow on Chinese rail matter, Foreign Office has strongly
urged that US carry through with representations to other
governments, including Sweden and Switzerland, as mentioned
Embassy's note 739, December 7. 1950 (Embassy's despatch
No. 1560, December 12). Foreign office requested that US
approach to other governments be emphasized in any public
statements or comments by US re French action. French
believe this essential in order help avoid embarrassment
as result reversal previous position. Foreign Office
specifically mentioned that UK had substantial Chinese orders
on hand.
