SUBJECT: Proposal for UN-AMC Action on Problem of Shipping in China Mainland
Trade
The other day you suggested we might frame a memorandum for
Mr. Allison to send to Mr. Hickerson inquiring why no action was
taken in UNGA on the problem of shipping in the China mainland trade,
despite the instruction to our delegation to prepare the way for
UN-AMC action on it.
When we took this matter up with UNP on January 23, it was
explained that, as long as the Korean truce talks jogged along, few
delegations in Paris seemed disposed to take any action in regard to
implementing the UN embargo more effectively, and, for that reason,
it was impossible to muster interest even for holding an AMC meeting.
The Korean talks still stand in the way, of course, but there is
a possibility that we may soon have an opportunity to approach the
British with a proposal to call an AMC meeting this spring, and, if
you agree, we might suggest this in our memorandum to Mr. Hickerson.
In a memorandum sent by the British Embassy on January 14, 1952
to the Department in regard to the memorandum sent by the Secretary
to Mr. Eden, containing the text of Admiral Fechteler's memorandum
to the President, the following statement was made:
"His Majesty's Government would support action by the
United Nations to prohibit the carriage of strategic goods
in the ships of member states, but are not willing to take
unilateral action to this effect."
Mr. Park Armstrong recommended in this connection that no action
be taken on this matter until we have had an opportunity to study a
report which a joint US-UK group in the Pentagon is preparing on the
problem of trade with Communist China. It is our understanding that
as soon as this report is in (it was due mid-February), the Department
will again enter into talks with the British on their shipping in
