This message in two parts:
Part one:
Ref DIP 210.
It is noted that you state that paragraphs 5 and 6 of the UNCURK
statement delivered 28 May to Pres Rhee embody same points which
UNCURK outlined to me and you on 27 May. I must take exception
to this statement for following reasons:
(A) UNCURK raised the point that issue is not whether martial
law is needed but how it is being applied.
(B) Paragraph 5 considers mostly the action taken by the National
Assembly on 28 May, the fol day.
Part Two: Should appreciate your views on whether the President,
ROK, is required by law to discontinue martial law if requested
by National Assembly. Can he not also re-establish it? Signed
Van Fleet".
