SECURITY INFORMATION
Dear Mr. Secretary:
In response to Mr. Foster's letter of April 4. 1952 re-
garding the negotiation of certain agreements with the Republic
of Korea by a Special United States Mission, the Department of
State assumes primary responsibility for monitoring the nego-
tiations with the Korean Government and for coordinating the
views of the interested agencies of the United Nations Command.

Representatives of our two Departments have completed the

drafting of terms of reference for the Mission, which both
Departments now aburove. A copy of my letter to Mr. Meyer is

enclosed for the information of the Department of Defense.
You will agree, I know, that it is of great importence to

United States objectives in Korea that the Mission succeed in
its tasks. Therefore, I trust that all of the interested agencies

of the Unified Command will cooperate fully with the Department of

State and with the Mission in the execution of their respective

responsibilities. In this connection I hope that the requests and
recommendations of the Mission receive rapid and effective support
in Washington.
