SECHET SECURITY INFORMATION Dear Mr. Secretary: In response to Mr. Foster's letter of April 4. 1952 re- garding the negotiation of certain agreements with the Republic of Korea by a Special United States Mission, the Department of State assumes primary responsibility for monitoring the nego- tiations with the Korean Government and for coordinating the views of the interested agencies of the United Nations Command. 6 5 Representatives of our two Departments have completed the B drafting of terms of reference for the Mission, which both Departments now aburove. A copy of my letter to Mr. Meyer is 5 enclosed for the information of the Department of Defense. You will agree, I know, that it is of great importence to S United States objectives in Korea that the Mission succeed in its tasks. Therefore, I trust that all of the interested agencies SPICE P of the Unified Command will cooperate fully with the Department of 4 State and with the Mission in the execution of their respective I responsibilities. In this connection I hope that the requests and recommendations of the Mission receive rapid and effective support in Washington.
