NUMBER 85. TOP SECRET AND PERSONAL FROM THE PRESIDENT FOR THE
PRIME MINISTER.
I have just received your message No. 101 and in view of the reasons
given by you I concur with your suggestion that we delay temporarily the
recognition of the new Polish Government.
The twenty-four hour delay suggested by you would mean that we would
accordm recognition on Independence Day. I, therefore, suggest and hope you
will concur that we postpone recognition for forty-eight hours; that is, until
7 p.m. Eastern War Time, July 5 ( repeat July 5).
In order that there may be no unwarranted speculation regarding the delay
in recognition, I propose to advise Ambassador Harriman today that for admin-
istrative reasons due to my absence from Washington and the advent of the national
holiday, we shall not be in a position to accord recognition of the new Government
until July 5. I am instructing him to advise the Polish Ambassador in Moscow in
confidence that we shall recognize the Government on July 5.
Unless I hear from you to the contrary, we shall go ahead with this plan so
that we may both recognize simultaneously the new Government on July 5.
