CABINET MEETING, MAY 24, 1946
THE PRESIDENT
Asked for suggestions on operation of railroads. There were
none.
All concerned in R. R. strike agreed to arbitration several
months ago. 18 brotherhoods and operators agreed to accept 182 and
deferrment of rules decisions over a period of a year. 2 (Whitney
and Johnston) refused.
Then operators and brotherhoods agreed to resume negotiations
on their own.
This has now bogged down although negotiations are still go-
ing on.
Have Press Conference scheduled. Asked for opinion as to
whether the conference should be post poned. Patterson, Vinson,
Clark, Sullivan say postpone.
SECY ANDERSON
It should be held if negotiations go forward for several days.
SCHWELLENBACH
Some action must be taken today. Whatever action is taken is
contrary to every belief he has ever had in his life - but - this
thing cannot go on. This should not be done in a press conference but
by a radio broadcast.
FLEMING, SCHINDLER, KRUG say postpone.
HANNEGAN
Should broadcast.
BYRNES
Discussed the points of conflict between operators and bro-
