THE PRESIDENT
Listened to all arguments of advisors for 2 hours last nite.
(1) Decontrol -
(2) States case - keep controls, simplify killing process
via amendment to OPAregulations, open Mexican Border -
Buy for Armed forces from So. America & Australia.
(3) Call Congress back.
Has made his own stand clear. Last fall (Sept.), January -
many asked for continuance of control. Some lobby group (packers)
did everything they could to block continuance of OPA.
Congress has taken authority from President - placed it in
Decontrol Board. But President will take responsibility.
FORRESTAL
Present Merchant Marine situation critical. If unions win
their fight we will lose control of Merchant Marine. Masters, mates
and pilots selection would be controlled by union.
SCHWELLENBACH
Disagreed. To discuss with Forrestal later.
THE PRESIDENT
Asked Clifford to inform Cabinet of discussions of committee
to look into meat situation.
CLIFFORD
Opinion that Decontrol would produce meat given by Agriculture.
Others think that if controls not removed by President, they will be
by Congress when it reconvenes. Others hold it would be unwise to
reverse the policy of the Administration and that controls be main-
tained. Others are not convinced that meat will not flow if decon-
trol is accomplished.
