THE PRESIDENT
Handed copies of Russian Policy statement to members with pro- -
vision it is for eyes only. The statement was prepared by Security
Council.
LOVETT
Made additional brief report on China situation.
HARRIMAN
Brief report on ECA in Western Europe. It is a fact that Russian
timetable called for control of Italy and France by now. ECA has prevented
this. The thinking of Western Europe has changed. They are stiffening
against Russian domination where formerly they looked on it as a fight
between Russia and U. S. They are now looking on it as their own fight.
The British particularly are giving us more cooperation. France is in
the worst shape economically and politically but is however showing more
courage and willingness to cooperate in reducing Communist influence.
