Got thru supplemental appropriation bill last week. Will prob-
ably take up grain for India this week in Senate.
THE PRESIDENT
Dispersal bill defeat in Congress last week was a dangerous thing.
We do not have place in D. C. to put people necessary for Defense Pro-
gram. There is a threat now to put tax bill over until fall. This
would be also dangerous. The bill will go thru House but Senate may
drag feet.

House should be speeded up otherwise Senate will not act this
session.
LOVETT
Gen Marshall is prepared to go on indefintely in endurance contest
before Armed Svc Committee on MacArthur hearings. The hearings are
contributing to the knowledge of the enemy in a shocking manner. It
has thrown our security into a state of jeopardy never approached in
our history by the military disclosures the committee has demanded.
