1. Membership in the United Nations is open to all othor
poace-loving States who accept tho obligations contained
in the present Charter and, in the judgnent of the
organization, are ablo and willing to carry out these
obligations;
2. the admission of any such State to mombership in the
Unitod Nations will be effected by a decision of tho
Gonoral Assombly upon the rocommondation of tho Security
Council,
The Throo Govermunts, so far as thoy are concornod, will
support applications for mombership from those Statos which havo
romained noutral äuring tho war and which fulfil tho qualifica-

The Three Governments feel bound howovor to mako it closm
thet thoy for thoir part would not favor any application for
nomborchip put forward by tho prosent Spanish Government, which
having boon foundod with the support of the Axis Powors, doos
not, in viow of ins origins, its nature, its record and its close
association with the aggressor States, possess tho qualifications
