DECLASSIFIED E.O. 11652, Sec. 3(E) and 5(D) or (E) Dept. of State letter, Aug. 10, 1972 By NLT-HC MARE Date 6.29.76 MEMORANCOM DIRECTIVE TO THE JOINT CHIEFS OF STAFF Referring to my memorandum of 5 July, 1945, quoted herewith fol- lowing: "Approval of the issue to Allied Governments of Lend Leaso of wur and militery and naval equip- nont will be limited to that which is to be used in the wer against Japan, and it will not be used for any other purpose." It may be given the following interpretation: Until the receipt of further instructions issue of Lend Lease munitions of war and military and naval equipnent to the U.S.S.R. is authorized when in the opinion of the Joint Chief's of Staff it can be con- sicored es for use in the zur against Japan. Issue of Lend Lease munitions of sar and militery and naval equip- ment to Latin American countries is authorized when in the opinion of the Joint Chiefs of Starr it is to be used in direct support of redeploy- ment, or in support of the war against Japen. Supply of mintenance itens for U.S. equipment now in the possess- ion of Allied eraies may be issued against payment under authority of Section 3C of the Lend Lease Act or under such other t ras and con- ditions as may be determined by the State Departaent or Foreign Economie Administration in accordance with established procedure. Supply of Allied service units thot are directly sorving United States forces in any area with subsistence, supply, and equipment (except ares and emsunition) is authorized. Replacement and maintenence on 6 military Lend kease basis of French units which have already been equipped by the U.S. under the North Afriean Rearmement Program, Metropoliten Rearnament Progrea, and Air Forces Program is authorized for subsistence until August 31, 1945, and for other items of equirment and supply until September 30, 1945.
