Guidelines, March 6, SECRETARY OF STATE By DEB NLT, Date 9/10/85 WASHINGTON July 11, 1952 TOP SECRET SECURITY INF ORMATION SUMMARY OF TELEGRAMS EGYPT The new Egyptian Prime Minister, Sirry Pasha, has invited the Sudanese leader, El Mahdi, to return to Egypt as an official guest of the Egyptian Government, and Mahdi has announced his acceptance of the invitation. He is expected in Cairo on July 22 at the head of a large delegation of tribal chiefs, party leaders and advocates of Sudanese independence. Mahdi came to Egypt recently to talk with the late govern- ment of Hilali Pasha concerning Egypt's claims to sovereignty over the Sudan. It was reported that the meeting did not succeed in bringing the two parties together and that Mahdi returned to the Sudan unwilling to support King Farouk's claim to the title King of the Sudan. ARGENTINA Our Embassy in Buenos Aires reports that the death of Senora Peron is expected in a matter of days. All major diplomatic functions have been cancelled at the request of the Foreign Office. Our Embassy points out that if Senora Peron dies shortly the position of our new Ambassador Nufer will be difficult, the presenta- tion of his credentials will be delayed, and any possibility of an advan- tageous approach to Peron will be compromised. It suggests therefore that Ambassador Nufer might remain in Rio de Janeiro for the time being on the pretext of conferring following the Secretary's visit there. UNITED KINGDOM A Foreign Office official called at the Em- bassy in London yesterday and raised in- formally and unofficially the question of further bilateral petroleum planning. He referred to the previously expressed and marked dif- ference of view between the US and the UK on the matter of bilateral planning, and stated that it is still the British position that such planning is not only desirable but also necessary if other joint US - UK planning were not to be unduly impeded. He said the reason for the present in- quiry was a top secret US-UK - military report of May 19 which stated that it was impossible to make decisions regarding the amount of military strength needed in the Persian Gulf area until there had been a judgment TOP SECRET SEGURITY INF ORMA TION
