On Saturday the British Ambassador in Paris called on
POLITICAL
Foreign Minister Schuman and gave him the British re -
COMMUNITY
ply to Schuman's proposals of June 27 Lo the effect that
the Schuman Plan assembly should be charged with pre -
paring a draft plan for the establishment of a European political authority.
The reply stresses the British contention that the study by the six-member
Schuman Plan assembly should be kept within the framework of the larger
Council of Europe. However, the reply states that the British recognize
that the creation of a European political authority " is a matter of im- -
mediate concern to the six countries" which have concluded the Schuman
Plan and EDC treaties, and that these governments "in view of the state
of opinion in their countries consider it necessary to undertake forthwith
a study of this subject". It further recalls that Mr. Eden's own proposals
included the "possibility of inviting representatives from the UK and other
countries to take part as observers in the work of the Committee of
Ministers and the Consultative Assembly sitting in restricted session as
institutions of the European Community".
Although the French still strongly favor restricting
initial efforts toward the political community to the Schuman Plan group
of six countries, Schuman remarked to the British Ambassador after a
hurried perusal of the reply that he thought it was in gieneral all right
and that the six countries could probably issue a declaration along lines
which the British suggested. (The French Foreign Office apparently has
some doubts about the acceptability of the British reply and stressed to
us that Schuman's remarks were made before the British reply was
studied). Schuman also said that the British reply might be sent to the
other five Schuman Plan countries. Schuman intends to send a further
written communication to the British on the matter as soon as he returns
to Paris on July 17. Mr. Monnet will go to London at the end of this month
to discuss the organizational form of association between the Schuman
Plan community and the UK.
