SUMMARY OF TELEGRAMS
YUGOSLAVIA Since in the course of his discussions in Belgrade
with Tito, Eden was able to make clear the
necessary relationship between Trieste and the contingent planning
issues without giving Tito the erroneous impression that favorable
resolution of the one was a precondition for the other, the Depart-
ment believes that the tripartite governments should take immediate
advantage of Tito's readiness to initiate staff planning talks. Embassies
London and Paris have been requested to inquire of the respective
Foreign Offices whether the British and French Governments are now
prepared to go forward with a diplomatic approach to this end. The
Department is urging the approach be made early next week despite
the fact that the French Embassy in Washington has indicated that
Schuman still feels strongly that the tripartite governments should
not institute military conversations with Tito until further progress
has been reached for a solution of the Trieste problem.
RATIFICATION In a conversation yesterday with the US High Com-
OF THE EDC missioner, the German Chancellor again estimated
that the Bundestag would ratify the EDC during the second half of
October. He would not commit himself regarding the Bundesrat
(Upper House) beyond saying that it would require "a little more
time.' Adenauer also had talked yesterday to De Gasperi who told
him that if the new election law passed the Italian Parliament with-
out difficulty, the EDC ratification would have clear sailing. De
Gasperi indicated the possibility of Italian ratification in November.
The Department feels strongly that ratification by the US, UK,
Germany, and Italy would be helpful in putting pressure on the French
to expedite their ratification and that it would be desirable for the
US and UK to approach the Italian Government at a high level to re-
emphasize the importance of early Italian ratification within this
context. US representatives at London, Paris, Bonn, and Rome
have been instructed accordingly.
EGYPT
The British Ambassador at Cairo has left with
General Naguib a British note on Sudan. The
British Ambassador stressed that this was a preliminary step and
did not mean that the British Government was launching into nego-
tiations. Naguib is reported to have replied he could take no de-
cisions on the British note without consultation with his colleagues
