Guidelines, March 9-4-85 6, 1982 January 26, 1951 TOP SECRET SUMMARY OF TELEGRAMS UNITED NATIONS We have informed our UN delegation that we believe the Asian-Arab resolution would appeal to a large number of delegations and that an effort to give it priority over the US resolution might receive substantial support. In our view we must oppose this resolution and make an effort to discour - age having it brought to a vote. At the same time we should not make our opposition of such a character as to stake our influence and prestige, so that passage of the resolution would be a blow to US leadership and jeopardize passage of the US resolution. We have instructed our delegate to state in the Political Committee that the US does not agree to any conference so long as the Chinese Communists continue hostilities. He is to point out that if the purpose of the Asian-Arab resolution is to obtain further elucidation of the Peiping position, that can be achieved without devia- - tion from the five principles. The US has no opposition to any individual member seeking amplification of Peiping's views or making a further appeal to the Chinese. The cease-fire group is still techni- - cally in existence and if it sees any purpose it can again approach Peiping for further elaboration of its attitude. If Peiping indicates it is prepared to discontinue hostilities, steps to arrange a satisfactory cease-fir could be taken immediately, but it seems clear to us that the proposed seven-power conference is not the proper agency to make arrangements for a cease-fire If a cease-fire is agreed to inprinciple, arrangements should be made by the military commanders along lines accepted by the Entezam group in its report. The US statement could also indicate that passage of the US resolution would not close the door to an honorable peace settlement. The good offices group provided in the US resolution would be available to make any further approach to Peiping for amplifica- - tion of its position.
