At Friday's tripartite meeting Jessup exhorted
PARIS TALKS
Parodi and Davies to make no further conces -
sions to the Soviets beyond our "triple play"
proposal. Davies, who had urged his government to concede German
demilitarization as the first sub-item in Item I and to permit the Soviets
to list the NAT and US bases on their side of the split agenda, reported
that London was nowfirmly opposing both these concessions. He said,
however, that London has delayed its final decision pending full statement
of the Department's position. Parodi indicated he still favors accepting
either the NAT item or German demilitarization as the first sub-item.
At the quadripartite meeting Gromyko made an
obvious bid for a deal. Jessup feels that Gromyko might be willing to
delete mention of NAT in return for placing German demilitarization as
the first sub-item, but he did not disclose to the British and French his
provisional authorization to make this concession, indicating merely that
he would recommend this to the Department. Davies said he was not sure
London would agree and told Jessup it would be helpful if Washington
would communicate its views directly to the British Government.
TURKEY
We have informed Ambassador Wadsworth in
Ankara that although the decision has been made
to approach other NAT countries concerning the inclusion of Turkey and
Greece in the NATO we will not make the initial approaches (i.e. to the
British and French) until early next week, and it is probable that some
further time will be required before US-UK-French discussions have
progressed to the point where the matter can be presented for the con-
sideration of other NAT members. Meanwhile we regard it as highly
important that the utmost secrecy concerning our position should be
maintained.
