SUMMARY OF TELEGRAMS
KOREA
Embassy Moscow has forwarded a report of Ambas-
sador Kirk's conversation with Gromyko yesterday
afternoon. Gromyko's replies to the questions which we instructed Kirk
to pose, are attached.
The French delegate to the UN, Lacoste, has informed
Ambassador Gross that, while he does not ask to be included in any talks
which Gross alone might have with Malik, if British delegate Jebb accom-
panies Gross the French delegate is under the strictestinstructions to in-
sist that he be included as well. Gross informed Lacoste that he had re-
ceived a message from Malik that the latter hoped to see Gross at the
Security Council dinner. Lacoste said that the French Ambassador in Lon-
don has suggested to the French Foreign Office that General Ridgway might
formulate the answer to the Malik statement and suggest talks by the field
commanders. The Foreign Office agrees that this is a useful suggestion.
UN Secretary General Lie has informed Gross of his
complete agreement with the procedure we are following on the Malik states
ment. He is convinced the statement must be taken very seriously. He
believes the repeated references to the "Soviet people" indicates that the
statement is designed primarily for the consumption of Soviet dominated
populations to prepare them for the end of the Korean war. Gross reports
that UN President Entezam appeared to be embarrassed by Malik's re-
fusal to see him and wished to return to Washington. Indian representa-
tive Rau apparently has no suggestions to offer but expressed the view that
the Malik statement indicated a real Soviet desire for peace in Korea.
IRAN
We are awaiting Prime Minister Mosadeq's message
to the President, as repeated this morning by the press
associations.
The British Foreign Office has informed our Embassy
in London that the only new developments in the Iranian oil situation
