SUMMARY OF TELEGRAMS
UK - TURKEY
The British Embassy has given the Department a
copy of a message from Mr. Morrison to the Turkish
Foreign Minister dated July 3 concerning Britain's attitude toward the
association of Turkey (and Greece) in the NAT. The message says that
the UK has had to take into consideration certain misgivings of other
NAT members concerning the inclusion of Turkey in the NAT and that
these misgivings are still not resolved, but the UK is now in a position
to support an arrangement which will meet the principal requirements
for strengthening Allied defense in the Middle East. The UK has in mind
that Turkey (and Greece) should be invited under Article 10 to accede to
the NAT, and at the same time Turkey should join the US, UK and France
in establishing an integrated allied command headquarters in the Middle
East--with the probable participation of Australia, South Africa and New
Zealand, and possibly also Egypt.
We have instructed our Ambassador in Ankara to
ascertain Turkish reaction to the foregoing note, without revealing US
interest. We are particularly anxious to learn Turkey's reaction to an
integrated Middle East headquarters involving Commonwealth countries,
possibly Egypt and possibly other Middle East countries.
SPAIN
Ambassador Griffis has agreed to our suggestion for
sending over a high-ranking military officer to accom-
pany Griffis when negotiations for Spanish bases are opened. Griffis re-
ports that Franco will be in Madrid from July 15th through 18th and Griffis
plans to open negotiations at that time. We intend that these initial talks
should prepare the way for a small group from Defense to continue ne-
gotiations under Griffis' general direction.
IRAN
The International Court of Justice has handed down
a decision on the Iranian oil expropriation calling for
the reinstatement of the Anglo-Iranian Oil Company to full control of its
properties pending a final decision of the dispute. Embassy London re- -
ports that the reaction at the working level of the Foreign Office to the
first news of the ICJ decision was one of great pleasure, bordering on
TOP SIGRET
