SUMMARY OF TELEGRAMS
TURKEY
Turkish Foreign Minister Koprulu called Ambassa-
dor Wadsworth yesterday morning to say that Prime
Minister Menderes and Koprulu would receive Wadsworth at noon to
give him the answers to the questions raised in our President's mes-
sagesto President Bayar and to Wadsworth's oral questions which he
put to Koprulu on delivering the messages.
Menderes said the Turkish cabinet had met for three
hours the previous evening with President Bayar presiding, and he
wished to express, on behalf of the whole government, its full concur-
rence in President Bayar's remarks to Wadsworth and its own apprecia-
tion of America's part in the invitation to Turkey to join the NATO. The
Cabinet welcomed our proposal for preliminary private conversations
and consultation prior to Turkey's official admittance to NATO.
Menderes also gave the official answers to the three
questions we had raised: Turkey "warmly welcomes and accepts in prin-
ciple" the invitation to become a founding member of a Middle East Com-
mand on an equal footing with the other powers, with all details of organi-
zation and command to be reached by common agreement among the mem-
bers. As to a visit to Turkey by Allied generals, Turkey felt that a
formal visit by an Allied mission seemed undesirable prior to Turkish
admittance to NATO but would be agreeable to an informal visit by General
Bradley at present, although it would probably be best if Bradley were not
accompanied by British or French counterparts at this time. As to
Egypt, Turkey would gladly join in an approach to Egypt inviting it to
participate as a founding member in a Middle East Command. Koprulu in- -
dicated that the Cabinet shared his views as to the urgency of an approach
to Egypt, but he added that "for the approach to the other Arab countries
we must prepare the ground most carefully".
