SUMMARY OF TELEGRAMS
EGYPT
Ambassador Caffery reported yesterday that the four
ambassadors in Cairo (US, UK, French and Turkish)
believe that if the proposals are presented now they might be rejected by
the Egyptian Government with great popular applause. Caffery said his
three colleagues were all telephoning their foreign offices to convey their
sentiments against immediate presentation of the proposals.
The British Foreign Office, however, has informed us
that even though the chances of Egyptian acceptance of the proposals has
been greatly lessened by their announcement of abrogation legislation, it
still attaches importance to presenting the proposals right away in order to
permit their early publication in the event of rejection. It believes that the
chances of Egypt's accepting the proposals would probably be even less sev-
eral months from now, and it says the UK would still wish to proceed with
setting up the Middle East Command even if Egypt refuses to participate.
Moreover, it believes that postponement of the presentation of the proposals
might give Egypt the satisfaction of thinking she had successfully vetoed the
Middle East Command, or that the Command would be unworkable without
Egypt.
We have informed our ambassadors in the interested
capitals that we agree with the above reasoning of the Foreign Office and
consider that our ambassadors in Cairo should present the proposals without
further delay. We have instructed Embassies Paris and Ankara to so in- -
form the respective governments of our position and to seek their concurrence.
IRAN
The British UN delegate, Mr. Jebb, informed us yester-
day that the Foreign Office had approved his suggested
timing for presentation of the resolution on Iran. Jebb accordingly informed
Security Council President Muniz (Brazil) yesterday morning that the draft
resolution would be circulated on Saturday and he asked Muniz to call a SC
meeting for Monday. Jebb said that the Foreign Office also thought it would
be useful for Ambassador Gross to see Mosadeq about the resolution before
its publication.
In regard to obtaining support from other countries for
the SC resolution Jebb recommended that we should 11 stay away" from
