Eden said he has instructed Selwyn Lloyd in Paris to hold dis - cussions with the French and the Dominion representatives, looking toward Britain's voting for Greece if it appeared that enough Latin Americans and others could be won over to make it obvious that Greece would be elected. Eden seemed anxious to settle the matter and said he hoped that either on the next ballot or the following one a d ecision could be reached. Eden made it clear, however, that he was not definitely promising that the UK would vote for Greece and he could not make a final decision until discussions re- - vealed what the practical results of doing so would be. USSR The Italian Ambassador in Moscow, who has re- - cently had unusual opportunities to see high Soviet officials and satellite diplomats in connection with farewell calls before go- ing to his new post in London, has given Embassy Moscow his personal esti- mate of the Soviet reaction to Western rearmament. The Ambassador said he had reached the conclusion that despite public and private protestations of belief in the intention of the United States to instigate war against the Soviet Union (rearmament, remilitarization of Germany, Japanese treaty, NATO, US bases, etc. Soviet officials in truth do not expect the US to lead an attack, but they primarily fear that once German remilitarization is com- pleted and "positions of strength" are established we will utilize our forces to make demands upon the Soviet Union especially with reference to the status of Eastern European satellites, including the Baltic states, that could not be tolerated by the Soviet Government. Our Embassy comments, in re- porting the above, that the Italian Ambassador is a level-headed man with long experience in the Soviet Union who tries hard to eliminate wishful think- ing from his estimates. NDIA-PAKISTAN - Ambassador Bowles has expressed to the Depart- ment his deep concern over the possibility of bring- - ing Pakistan into the Middle East Command arrangements.
