SUMMARY OF TELEGRAMS
TURKEY
During a recent call on Turkish Foreign Minister Koprulu
Ambassador McGhee requested Koprulu to give his principal
impressions of the NATO meeting in Lisbon. Koprulu said he had been dis- -
tressed by the slowness of western rearmament, but that, all things con-
sidered, he felt that progress had been satisfactory. He felt that the solution
of the German problem, which he considered vital to the defense of Europe,
had been only an indirect one, but that it was probably adequate for the time
being. He said Turkey placed great emphasis on rearming Western
Germany and he was critical of the French attitude and had expressed him-
self frankly in this regard to the French themselves. Koprulu said he felt
that the spirit of resistance in Western Europe was not strong enough and
that some sort of moral mass awakening should be launched.
Koprulu took the occasion of this meeting with our Ambassador
to express a strong conviction that Spain should be associated in the defense
of Europe, and he added that Turkey wished to establish close relations with
Spain. Koprulu said he had been invited to visit Spain after the Lisbon
meeting but he had declined because he felt such a visit so soon after Turkish
admission to the NATO would be an affront to certain European countries.
He said that for some months Spain had desired to conclude a treaty of friend-
ship with Turkey and that the Turks in general were favorably disposed.
The substance of the treaty had not been discussed, but it has been conceived
simply as an act symbolizing close ties between the two countries. He said
that Spain felt isolated and was trying to find friends, and he noted that the
Spanish Foreign Minister was planning a visit to the Arab states in the near
future. Koprulu concluded by raising the question whether Turkish support
might not ultimately help to effect the integration of Spain in European defense.
McGhee has promised to discuss these matters further with Koprulu as soon
as he has consulted with the Department.
EGYPT British Ambassador Stevenson in Cairo has shown Ambassador
Caffery the text of a telegram which he has sent to the Foreign
Office in London in which Stevenson appeals for the authorization to issue a
joint British-Egyptian statement which would make the following points: 1) the
British would recognize the Sudan title subject to the necessary safeguards
