He asks that the American Government make available immediately an advance of 200 thousand dollars on account of its contribution to the United Nations to be used in this preparatory work. ARGENTINA Bevin in a conversation with Winant regretted that nothing could be done about the announcement of Leeper's appointment to Argentina since a withdrawal might be misunderstood. Bevin had the Foreign Office issue a statement to the effect that the blue book on Argentina was being studied. Winant stated that we would want a statement of their support. BULGARIA Cohen has discussed with Vyshinski the American attitude toward the Bulgarian situation. He stated that we would not put pressure on the opposition parties to enter the Government on terms which they felt violated their political principles. Cohen stressed the desirability of some solution of this question and hoped that nothing would be done further to complicate the situation. Vyshinski on his part maintained that the Soviet Government had fulfilled its task under the Moscow decision and would take no further action. The Prime Minister's spokesman in an article in the Government press states that Bulgarian Government has honestly fulfilled its duty in the matter of recognition by the US and UK and has created no obstacles to such recognition. Barnes recommends that this distortion should not be permitted to go uncorrected. CZECHOSLOVAKIA The Czech Government is taking a serious view of the action of a small American military force which on February 11 crossed the Czech frontier and used explosives to blow open the sealed entrance of a concealed underground passage. The Czech Government has arrested three American soldiers who are stated to have participated in this action and intend to hold them until the material taken away has been returned. GERMANY The Free German Trade Union League met in Berlin on February 9 to 11. Guest delegates from Berlin were present and participated in the activities of the League despite the fact that the Kommandatura had forbidden such activities. During the conference
