During the February 21 meeting the deputies
FOREIGN MINISTERS
accepted a formula agreed upon by the commission of
051 (2)
experts for the investigation of the Yugoslav-Italian
staly

frontier. The Soviet deputy, however, refused to permit an investigation
of Fiume and subsequently rejected Dunn's proposal that Fiume be coupled
with Tarvisio as areas where the committee would obtain information for
consideration by the Council but would not actually make visits there.
Dunn concludes that the Russians are determined that the commission shall
visit all areas claimed by Yugoslavia but will not make such visits to
Italian claimed areas. The Russians also appear to be attempting to
utilize present discussions in order to negotiate preliminary agreements
on the actual line.

ARGENTINA
Bevin states that the British Government is unable to
make a supporting statement on the Blue Book. The point
is made that such a statement would look like intervention in the internal
conference
affairs of Argentina.

CZECHOSLOVAKIA
Masaryk has expressed himself as entirely satisfied with
the American Government's statement on the recent
05103ech
incident involving the removal of documents from Czechoslovak territory by
American troops. He stated that upon the return of the documents the
incident would be regarded as closed.

IRAN
The Shah of Iran in a conversation with Ambassador
Murray has expressed extreme disquiet over Qavan's visit
to
Moscow.
He
apparently
fears
that Qavan will play the role of a Persian 051 Dran
Kerensky who will be cajoled and threatened into measures which will pave
the way for compl te Soviet domination of Iran. The Shah feels that Russia
is now embarking on a course of outright aggression and that Iran will be
the first victim in the battle for the Middle East oil.
051- KOREA
A message signed by Hodge comments upon recent political 051 Korea
developments in Korea and particularly upon greatly
increased Communist activity in both zones. The Russian-sponsored Korean
Central Government of North Korea appears to be composed entirely of violent
Communists or unknown Koreans brought in from Russia or Manchuria. The leader
of the "People's Party" in South Korea has now openly admitted that he is a
true Communist and in a speech described in detail Communist operations and
means of discrediting the American military and military government Every
attempt is being made by the Communists to obtain full control of any
central government that
