COUNCIL
Dunn reports that the Soviet draft of the Rumanian
051 Reemone
OF FOREIGN
treaty if accepted would perpetuate the present
MINISTERS
Soviet domination of the Rumanian state. He
believes no agreement can be reached on a treaty
which does not include provisions confirming the special Soviet
position there.
051- DENWARK
The USSR is apparently prepared to evacuate its
troops from Bornholm upon receiving assurances that
Denmark can protect the base without outside help. Denmark has
given such assurances and is awaiting a Soviet reply.
051 - FRANCE
French officials confirm that the Soviet Union will
make available 400,000 metric tons of wheat and
100,000 tons of barley if the French provide transportation for
the grain from Black Sea ports. The French stress the desirability
of using US ships to move this grain in order to minimize the
political implications of the transaction.

Leon Blum, accompanied by his wife and son, have
Paris enroute to Washington by plane.
051- IRAN
Iranian Prime Minister Qavam has pronised Ambassador
Murray that he will send instructions to present
Iran's complaint to the Security Council. He proposes to notify
the Soviets of his decision. Murray reports that it is always
possible that the Soviets will apply pressure when they learn of
his decision. The Shah and the Cabinet now have sole responsibility
for governing Iran since Parliament has closed and a new one can not
be
elected under existing law until all foreign troops have left
Iran.

LEBANON
The French have told the Lebanese that the withdrawal
of all French troops could be advanced from the
states
scheduled date of April 1947 to perhaps the end of this year, if
the Lebanese cooperate.
