If the three notes which he has given to the Soviet representative result in an agreement, he plans to instruct Ambassador Ala to see that the Iranian question remains of continuing concern to the Security Council until the last Soviet soldier has left Iran. He has instructed Ala to divulge the nature of Iran's negotiations with the USSR only in response to questions put to him by Council members but when any agreement is signed, Ala will inform the Council of all details. Ostentatious Soviet troop movements were reported by our Consul in Tabriz indicating that evacuation from Azerbaijan started Soviet evacuation is reported well under way from northern areas previously occupied. 05- ITALY King Victor Emmanuel is seriously considering abdication, according to unofficial word from the Palace received by our authorities in Italy.
