(9946) The Soviet Deputy has informally expressed the belief that Gorizia, Trieste and all of Istria should go to Yugoslavia. 051 - AUSTRIA With the return of Soviet Marshal Konev to Vienna, the Soviet authorities in Austria have shown a remark- able change of attitude, not only toward AC but also toward the Austrian people. 051 - CHINA Our Embassy in Chungking recommends that any commit- ment to China on a US loan be deferred until General Marshall has returned and has had an opportunity to evaluate the situation. Deterioration of the internal political and military situation continues. The Embassy believes the announcement of a loan commitment would seriously weaken General Marshall' hand in reversing the present trend and bringing the parties back to the path on which he had set them.
