051 - CHINA
Embassy Nanking reports that the recent changes in the
Chinese Cabinet are not likely to have any significant
effect upon the rapidly deteriorating political-economic situation in
China.

CZECHOSLOVAKIA In response to a request of the Czech Government to
postpone the movement of approximately 80,000 Soviet
troops across Czechoslovakia until after the Czech elections next
week, Soviet military authorities have said they would move their
troops through to Germany as rapidly as possible in an endeavor to
complete the movement by today and that no further troops would enter
Czechoslovakia until after May 27. The Soviet troop movements would
thus be suspended during the three days preceding the election and on
the day of the election.

IRAN
Prime Minister Qavam is apparently considering the
possibility that if he gets substantial evidence of
continued Soviet interference in Iran he will approach the USSR first
and express hope that he will not find it necessary to make a renewed
appeal to the Security Council. We have informed Ambassador Allen
that the recall or repudiation of Ala because of his statements to
the Security Council yesterday would impair the ability of the Council
to give aid to Iran and we hope Qavam will refrain from taking action
against Ala.

RUMANIA
The resident correspondent of the Christian Science
Monitor has been ordered by the Soviet military author-
ities to leave Rumania by Sunday. Our representative in Bucharest says
the correspondent's expulsion is part of the program of preparation for
the Rumanian elections which the government desires to hold while the
Red Army is still in Rumania and without the assistance of any official
or unofficial observers from the US or UK. Meanwhile, well-informed
sources in Bucharest report that the USSR is preparing formally to
abrogate the Moscow agreement on Rumania.
