DEPARTMENT OF STATE OFFICE OF THE SECRETARY # WASHINGTON June 19, 1946 SUMMARY OF TELEGRAMS 051 - AUSTRIA We are informing the British that all efforts should be made to push the draft treaty on Austria at the Council of Foreign Ministers meeting but that if no agreement on the draft is possible, we will support the British proposal to include on the Council's agenda the questions of German assets in Austria and the withdrawal of occupation forces. We concur in the British conclusion that something should be done at once to bolster Austrian morale and strengthen its ties with the western states and are proposing an immediate program for Austrian reconstruction. The present position of the Austrian Government is at present apparently not secure and the whole orientation of its policy may be changed to accord with the physical presence of Soviet troops and Soviet objectives in the Danubian area. 051 - DENMARK Stalin is reported to have told the Danish Foreign Minister that the USSR would take half or about 100,000 German refugees now in Denmark if the UK and US would absorb the other half in their zones. 051- ECUADOR Ambassador Scotten reports that Ecuador desires that the ceremony of the delivery of the Galapagos base take place on July 1 but desires our present forces there to remain until a definite agreement is reached concerning its future status. OSINEI INDONESIA The Chinese Foreign Minister has expressed the view that there is no chance of a peaceful or reasonable settlement being reached on the future status of the Netherlands East Indies unless pressure is brought to bear on the Dutch. Believing that the situation is deteriorating rapidly, he wonders whether it might not be advisable for the powers interested in that area, including the US, China, Australia, UK, either jointly or by separate parallel action to urge the Dutch to effect a settlement by negotiation. If this does not succeed, he thinks the powers should urge the Dutch to invite outside mediation. He said the Chinese Government was debating whether to refer the entire NEI situation to the United Nations. 051- POLAND The UK Ambassador in Warsaw has stated that the British Government has requested its representative on the Security Council to comment as to the possibility of the internal Polish situation being discussed by the Security Council.
