Assistant Secretary General Sobolev, who is leaving for Paris, will discuss this question with the Foreign Ministers attending the Conference. 051- BRAZIL Ambassador Pawley believes a definite date should now be set for the Rio Conference, thus giving notice to Argentina of a definite period during which it could fulfill its inter-American commitments and at the same time relieving Brazil of the impression that Argentina is arbitrarily holding up progress toward a defense pact between the US and the other American Republics. He believes Brazil's desire to fix an early date for the conference is prompted by fear that the US Congress will cool toward the idea of an inter-American defense pact rather than by a desire to exclude Argentina from the conference. 051- GERMANY General Clay believes the establishment of a US radio station in Germany to broadcast to the USSR in the Russian language is not in accord with the spirit of quadripartite government in Germany. 051- - INDIA British officials in India hope the Congress Party realizes it cannot form or maintain an interim government without the co- operation of the Moslem League but they plan to permit the Party to form its own ministry and take a chance on "chaos" if the Moslems refuse to participate in the new government. 051- IRAN Prime Minister Qavam told Ambassador Allen that he is reopening negotiations with leaders of Azerbaijan in an attempt to find out whether Azerbaijan wants to be a part of Iran or not. He said that if negotiations broke down he might have to use force to bring Azerbaijan back into the Iranian nation. He said his principal worry is fear that the USSR would supply Azerbaijan with arms and "volunteers and asked what the United Nations would be able to do to help Iran if fighting broke out. He added that if the USSR would remain neutral he did not fear the results. 051- PALESTINE A British official in Jerusalem has said that the decision to detain illegal immigrants in Cyprus might bring civil war but that nothing could be worse than the present state of anarchy in Pelestine.
