SUMMARY OF TELEGRAMS
UNITED
We are authorizing our representative to propose to the Security
210-
NATIONS
Council that it recommend to the General Assembly the admission
to the United Nations of all states which have so far applied
for membership. If this proposal is rejected, our representative will state
that it would be a manifest injustice if Portugal and Eire should be rejected.
He will add that we will vote against the applications of Albania and Outer
Mongolia if other Council members insist upon bringing these two applications
to a vote.
We believe that accessibility to the International Court should
be subject to political considerations. We believe that to exclude Spain
from access to the Court would be a political action and would set an undesirable
precedent.
051- ALGIERS
In view of recent Communist political maneuvers among the
North African Arabs, we are considering requesting the Navy
to have the aircraft carrier FDR visit Algiers. The FDR is now scheduled
to visit Tangier on September 18.
051- BRAZIL
The Brazilian Foreign Minister, who is now in Paris, has
requested an interview with the Secretary to exchange views
on the Argentine situation. He has said he plans to urge that recent Argentine
actions be accepted at their face value and that the inter-American conference
to elaborate a defense pact be held without delay.

FRANCE
Embassy Paris has heard a report from French sources that
the USSR is prepared to return to Poland that part of Poland
recently annexed to the USSR if the Poles will agree to return to Germany that
part of Germany recently included within the Polish boundaries.
An attack by a Communist Cabinet Minister on Bidault's foreign
policy during a recent Cabinet meeting is considered by Embassy Paris to be a
further step in the trend noticeable in recent weeks for the French Communist
Party to attempt openly to. influence the foreign policy of the French Govern-
ment.
