UNITED
The Greeks have asked us to support their request for a 10 day

NATIONS
postponement of the discussion in the Security Council of charges
brought against them by the Ukraine. The British Foreign Office
opposes discussion of the Ukrainian charges until after the Greek plebiscite
on September 1.
The Committee of Experts deferred a decision on whether the
present government of Spain should have access to the International Court.
France, Mexico, the USSR, and Poland favor exclusion.
051 - AUSTRIA
Our authorities in Vienna believe it is extremely important from
the standpoint of political and economic stability in Austria
that we provide assistance in 1947 in addition to the funds needed to prevent
disease and unrest in our occupation zone.

Erhardt reports that the Soviet controlled press in Austria is
now busily creating the impression that the internationalization of the Danube
is a new theory designed for capitalistic penetration by the US and UK at the
expense of the economy and sovereignty of the Danube states.
051 EGYPT
We are informing the Egyptians that we desire to raise our
mission in Cairo to an Embassy and would welcome an exchange of
Ambassadors.
051 / FRANCE
Embassy Paris reports that the Soviet Ambassador in Paris informed
the French that Molotov walked out during the ceremony marking
the liberation of Paris because he thought he might have been better seated
than he was, in view of the "leading role" which the USSR played in liberating
France.
051 . GREECE
The Greek Foreign Office is inclined to interpret the departure
from Athens of the Soviet Ambassador at this time as intended to
emphasize Soviet dissociation from the plebiscite being observed by the US and UK.
051 . IRAN
During a conversation with our representative in Tabriz, the
head of the Azerbaijan Government expressed no apprehension of
an armed outbreak with the Central Government.
