DEPARTMENT OF STATE OFFICE OF THE SECRETARY WASHINGTON September 9, 1946 mor SECRET SUMMARY OF TELEGRAMS BULGARIA Our representative in Sofia reports further indications that the Bulgarian Communists are preparing to assume complete control of the present government. FRANCE Bidault has told Caffery that he is concerned about De Gaulle's intervention in the current debate on the new French constitu- tion and sometimes wonders whether De Gaulle is considering a coup d' etat. A reliable French Foreign Office official has informed our Embassy that while the French are not happy about the Secretary's speech on Germany, since it rejects once and for all the French thesis, the first reaction of the Foreign Office is not too unfavorable. French Communists however, are furious and are doing everything possible to distort the Secretary's address. GREECE Embassy Athens reports that the war of nerves is being intensified as a result of the Royalist victory in the Greek plebiscite. Rumors are current in Athens that the Slavs are planning to seize the Greek city of Salonika. HUNGARY Prime Minister Nagy, during a conversation with the Secretary in Paris, described Soviet pressure on Hungary as well as Communist domination of neighboring states. He said his own political situation had become more critical as a result of developments in Paris. The Prime Minister is reported to have told members of his delegation that the western democracies apparently are either unable or unwilling to oppose Soviet policies in eastern Europe. IRAQ Our Consul in Basra reports that the British have reversed the policy of reducing their forces in Iraq and are apparently recreating in Iraq an armed force capable of quick action to meet any sudden large-scale hostile move.
