SUMMARY OF TELEGRAMS
UNITED
The election of members to the Commissions of the Economic and
NATIONS
Social Council went through exactly as agreed upon in prior
informal agreements among the Big Three, then the Big Five and
then the remeining delegations. Results gave 17 seats to Latin America, 8
to the US, 17 to the East European countries (Byelo-Russia, Poland, Ukraine,
and Czechoslovakia) and 8 to the USSR. Other seats were distributed on a
basis satisfactory to our Delegation. Final agreement on the election was
made possible by the formation of two new commissions--the Fiscal and the
Demographic.
AUSTRIA
Our Legation in Vienna believes a statement by the Secretary on
our objectives in Austria would strengthen US prestige in Central
Europe. The Austrian Government wishes to invite the Secretary to come to
Vienna.
CHINA
Ambassador Stuart reports that the Soviet Consul General in
Sinkiang Province has requested that concessions be granted to
the USSR of all mineral and petroleum rights in Sinkiang. Stuart has been
informed that the Chinese Government may decide to grant the concessions so
long as the sovereignty of the area is not affected.
GREECE
Discussing the recent armed clashes in northern Greece, a British
Foreign Office official said the Greeks had made no request for
assistance from UK troops and that no UK forces had been involved in the
fighting.
INDONESIA
Our Consul General in Batavia reports that recognition of the
Indonesian Republic by The Netherlands will be followed by the
signing of an agreement between the Republic and The Netherlands which will
protect Dutch economic and other interests and regulate relations between
the Republic on the one hand and the Netherlands and other parts of the
Netherlands East Indies on the other. The ranking Indonesian negotiator
told our Consul General he was more hopeful than ever before that an agreement
would be reached with the Dutch.
IRAN
We believe the present situation in Iran holds elements of a
threat to international peace and security through possible
involvement of the UK and the USSR in a protracted Iranian civil war which
may break out. The present situation might result in either the division of
