SUMMARY OF TELEGRAMS
UNITED
The USSR has requested the inclusion on the forthcoming General
NATIONS
Assembly's agenda of the question of the presence of the armed
forces of United Nations members in territories of non-eneny
countries.
This is apparently the same question which the Security Council
recently decided not to include on its agenda.
ALBANIA
Our representative believes any decision by Albania to direct
its present military activities toward aggression against
Greece depends upon what the USSR wants done.
BULGARIA
General Robertson and Barnes agree the time has come to accept
as fact and act upon it that the Allied Control Commission in
Bulgaria is in no sense a tripartite commission but an instrument of Soviet
policy of aggression and spheres of influence.
FRANCE
Ambassador Caffery reports that an uncertain but major factor
in the current French situation is believed to be the deep
disillusionment of Trench workers with the results of three-party govern
ments since the liberation. However, high French officials discount current
rumors that the Communists are planning to take over the government by
insurrectionary methods.
TRAN
Soviet insistence has forced Prime Minister Qavam to hold
elections in Iran immediately. Qavam was obliged to honor an
undertaking he made with Soviet representatives to submit the proposed oil
agreement with the USSR to the Iranian legislature. The Shah has signed
the election decree but fears the new legislature will be hostile to him
and to the western democracies.
THE
President Roxas has informed Ambassador McNutt that he believes
PHILIPPINES
it will be impossible to secure the approval of the Philippine
Congress to a base agreement with the US involving the retention
of areas in the Manila port area.
POLAND
The Secretary is opposed to granting Poland further financial
assistance for the development of its coal mining industry
unless we obtain absolute guarantees that a reasonable proportion of Folish
coal exports will be allocated to countries west of the iron curtain.
