AUSTRIA Soviet authorities have issued instructions to Austrian authorities in the Soviet zone that demonstrations or strikes by workers must not be permitted and that any such actions shall be rigorously suppressed. CHINA General Marshall believes that now is not the time to air the issue of opening the port of Dairen in accordance with treaty commitments stemming from the Yalta agreement. He does not doubt that we must take action on this question at a later date but believes we should at this time avoid initiating action which should logically be taken by the Chinese Government in accordance with the provisions of the Sino-Soviet treaty relating to the status of Dairon. CZECHOSLOVAKIA Steinhardt reports that our action in suspending credits and loans to Czechoslovakia is having a highly salutary effect but agrees that we should require more substantial evidence of Czech independence and friendship toward the US before any form of economic assistance is resumed. A UK Foreign Office official has, informed Embassy London that approval is not to be expected in the immediate future of a preliminary UK- Czech understanding covering terms for a 2,500,000 pound credit for delivery to Czecholsovakia of surplus British war stores. The agreement has not yet been considered on a political level. GERMANY In reply to the Soviet representative's allegation that General Clay was still pursuing his "illegal policy" in stopping reparations, Clay stated that he would maintain his position as long as the Soviets put "illegal obstacles in the way of the economic unification of Germany. GREECE Our Military Attache in Athens reports that the British consider unreliable one=quarter of the total number of Greek soldiers. Ambassador MacVeagh points out that an "ideologically inspired" crisis seems to be approaching especially in northern Greece and that the crumbling morale of Greek armed forces is most serious.
