DEPARTMENT OF STATE OFFICE OF THE SECRETARY WASHINGTON January 27, 1947 TO SUMMARY OF TELEGRAMS UNITED NATIONS In order to meet the reduced budget, the Secretary General has proposed a substantial curtailment in the duration and frequency of meetings of United Nations conferences. AUSTRIA General Clark reports from London that progress in draft- ing the Austrian treaty is very unsatisfactory thus far due to Soviet reluctance to refer details to committees and to the fact that the Soviet representative confines himself to criticizing US, UK and French proposals without revealing his position or offering constructive comments. The Austrian representative in London believes the USSR will insist on controls in Austria after ratification of the treaty which go far beyond our proposals. He further believes the USSR may not withdraw its troops until the German assets question is solved on a purely bilateral basis. CZECHOSLOVAKIA Embassy Praha reports that Czech Communist parties are beginning to feel a loss of popularity and that a definite trend away from these parties is becoming clear. GERMANY Ambassador Smith believes the current World Federation of Trade Unions' campaign to seize exclusive guardianship and tutelage of German trade unions is a Soviet maneuver designed to create one of the conditions under which the Kremlin could accept the establish- ment of a central government in Germany. HUNGARY We are concerned by the current political situation in Hungary and desire to take appropriate steps to forestall apparent Communist efforts to diminish the strength of democratic elements in Hungary with a view to supplanting the democratic regime prior to the coming into force of the peace treaty. POLAND Ambassador Lane recommends we make clear to the USSR and Poland that we cannot acquiesce in the result of the re- cent Polish elections and that we reserve our right as a participant in the Yalta and Potsdam decisions to determine our future policy towards the Polish Government on the basis of what we consider to be fraudulent elections.
