DEPARTMENT OF STATE OFFICE OF THE SECRETARY WASHINGTON February 24, 1947 SUMMARY OF TELEGRAMS UNITED The British representative on the Security Council NATIONS has informed our Delegation that when the Council considers on Wednesday our draft trusteeship agree- ment on former Japanese mandated islands, he will reaffirm the UK posi- tion that action on our proposal should await the signing of the Japanese peace treaty. COUNCIL OF Deputy Murphy reports that the Soviet Deputy is FOREIGN MINISTERS unwilling to alter his position in any way in order to meet the US, British and French desire for the close association of Allied states in the preparation of the German peace settlement. Murphy adds that the final report of the Deputies on the German settlement will probably reveal considerable agreement in the UK, French and US views on how consultation with Allied states should be organized. CHINA Chiang Kai-shek has informed Ambassador Stuart that the reorganization of the Chinese Government would be undertaken in the closing days of this month. GERMANY Deputy Murphy reports that it is believed that Hoover will not only support the War Department' S food import program now before Congress but also may recommend that additional funds be appropriated to increase present rations in Germany, especially for German children under 15 years. GREECE Characterizing the UK Foreign Office attitude toward the internal situation in Greece as com- placent, Ambassador MacVeagh states that it would be unsafe to defer any possible action now to bolster the Greek state when all causal elements required to bring about a sudden collapse are present in such high degree. Our representative on the UN Investigating Committee adds that the USSR is on the march in Greece and that time presses if we are to do anything about it.
