SUMMARY OF TELEGRAMS
UNITED
Bevin has agreed to the mechanics of our proposal for
KINGDOM
holding tripartite talks with the French on the German
level of industry provided these discussions are on
an informal and noncommittal basis and no implication is given the
French that they have the power of veto. He has also agreed that
the official US-UK talks on the British economic position be held
in Washington.
KOREA
Embassy Moscow has been instructed to deliver a personal
letter from Secretary Marshall to Molotov expressing
our concern over the prolonged deadlock of the Joint US-USSR Com-
mission in Korea and pointing out that Molotov previously agreed on
the basic principles for consultation over which the Commission is
now deadlocked. The letter expresses the desire that the Commission
report to the US and Soviet governments by August 21 on the status
of its deliberations so that further consideration can be given to
any steps necessary to carry out the Moscow Agreement on Korea.
INDOCHINA
There is general disagreement within the French Gov-
ernment over the line of policy to be followed in
Indochina. As a result the important policy speech by the French
High Commissioner in Saigon, scheduled for August 15th, has been
postponed pending further clarification from Paris on the text.
