SUMMARY OF TELEGRAMS
ATLANTIC PACT
Reacting to our statement of the urgency of further
efforts by the North Atlantic Pact countries at
this time, Dutch Foreign Minister Stikker has informed Ambassador
Chapin at The Hague that Stikker has been personally advocating a stepped-
up defense program. Stikker said, however, that he was meeting con-
siderable opposition within the Dutch cabinet. Chapin adds his estimate
that Dutch public opinion is "further ahead" in its concern for the need to
strengthen European armed forces than the Cabinet opinion which Stikker
is endeavoring to combat. Norwegian Foreign Minister Lange told
Ambassador Bay in Oslo that Norway is prepared to keep step with other
Atlantic Pact countries and will take all possible moves to speed up its
defense program. Lange said that if necessary he is prepared to call a
special parliamentary session to consider the matter. Ambassador
Murphy in Brussels reports that while the Cabinet members in Belgium
are "hopelessly enmeshed" in the royal question, he hopes that he will be
able to stimulate urgent consideration of our proposals.
KOREA
Prime Minister Attlee has informed Ambassador
Douglas in London of the UK's decision to send
ground forces to Korea. The forces, which will be "self-contained' and
dispatched from the UK, will consist of a brigade group, three battalions
of infantry, an armored regiment and supporting artillery. However, two
months may elapse before the movement to Korea can commence.
