SUMMARY OF TELEGRAMS
UNITED NATIONS
We have instructed our GA delegation to
take the following course of action in regard
to the Korean situation: 1) immediate submission by the six powers
whose Security Council resolution was vetoed of a new agenda item on
Chinese Intervention in Korea; 2) concurrent submission of an explana-
tory memorandum in such a form as to leave open the nature of the
resolution which might be adopted by the GA, and in which no mention
will be made of the Uniting for Peace resolution; 3) unless the military
situation requires a different course of action, submission in the GA
of the same resolution which was vetoed in the Security Council.
If military necessity requires an immediate
cease-fire, the following alternative courses should be considered:
1) an approach to the Russians or the Chinese or both, either directly,
indirectly or through an intermediary, to obtain their agreement to an
immediate cease-fire; 2) if this approach to the Russians or Chinese is
deemed inadvisable, there could be proposed in the GA a resolution call-
ing for an immediate cease-fire instead of proposing the vetoed SC reso-
lution; 3) as a slower alternative the vetoed SC resolution might be pro-
posed in the GA and amended by a cease-fire resolution in which we
would acquiesce.
If an approach to the Russians and/or the
Chinese is made and rejected we should proceed in the GA in such a way
as to secure and maintain the maximum support of the free world for
such action on the ground as is necessary under the circumstances.
INDIA
Ambassador Henderson in New Delhi has
reports that Nehru is greatly perturbed over
any suggestion of the use of atomic weapons, is again violently condemn-
ing UN troops for having crossed the 38th Parallel against his advice,
and is showing a special hostility toward MacArthur. Henderson has
obtained an appointment with Nehru for tomorrow to attempt to assuage
